China Airlines Tokyo Kaohsiung is expected to arrive at 15:20, and Kaohsiung Shanghai is expected to take off at 17:15 (see the flight schedule, it will be the same plane). You do not need to leave the airport or enter Taiwan for a transfer at the airport.

As long as you don't leave the airport, you don't need a Taiwan entry permit!
