Purchased a ticket for sending a hang tag, but not shipped after filling in the address. Called to ask how it works when payment is made upon arrival.

As advertised, I submitted my address and sent it off. But after a month, I still haven’t received any delivery updates! When I called customer service for the first time, they just hung up on me directly without taking responsibility at all! The second time, they told me to pay shipping fees in advance, then hung up again right away! Can’t believe this is happening! If only knew earlier, I would have returned my ticket and bought it online instead of waiting inline like that now! What am I supposed to do?!
