Someone printed my itinerary, so the airline won't give a refund. The travel agency is not responsible. What should I do?

I am in Macau, and the customer service said that my itinerary printed at Hohhot Airport cannot be refunded. Is this itinerary printed so easily by someone else? Has my personal data been stolen?
