I understand your arrangement. Indeed, I planned to go this way, but after arriving in Hualien, I took the train directly to Taipei via Yilan. The problem is traffic. Hualien can go up to Cingjing Farm via Taroko and then down to Sun Moon Lake in Nantou. There are roads, but there are few buses. According to the locals, there is only one additional bus to Cingjing Farm every day on holidays, and there are more than a dozen buses from Cingjing Farm to Sun Moon Lake every day, and one bus will get off directly in about half an hour. Go to Taichung or go down to Puli and then transfer to Sun Moon Lake. There are more than 20 buses from Sun Moon Lake to Taichung every day, which is very convenient. In other words, it is convenient to go from Cingjing Farm to Taichung, but it is inconvenient to charter a car from Hualien to Cingjing. If you charter a car, you can charter it together with visiting Qixingtan, Qingshui Cliffs, and Taroko to Cingjing Farm and live in Cingjing Farm. When I chartered a car in Hualien, I was slaughtered by the local chartered car company, so I didn't have the confidence to charter a car to Cingjing Farm again.
A month ago, I went again from Taichung to Cingjing Farm via Sun Moon Lake, and the news I found was the same as what I learned in Hualien. Unless I took a daily bus, the rest were chartered cars. Shangqingjing Farm.
So Kaohsiung - Kenting - via Fangliao to Hualien - via Cingjing Farm to Nantou Sun Moon Lake - Taichung - Taipei is feasible. New Taipei is a part of Greater Taipei, just on the edge of Taipei and can be reached by local trains and MRT.
The following is the part of my travel notes in several trips to Taiwan.
