There is an ancient and mysterious legend about the formation of "Nine Dragons Waterfall": According to legend, a long time ago, Luoping was still a boundless ocean. There are nine black dragons and one white dragon coming to the sea from the lotus pond at the source of the Pearl River.

In order to compete for this sea, the black dragon and the white dragon will not give in to each other, and the competition is very fierce. Bailong resorted to a trick and monopolized Haizi.

However, the nine black dragons refused to accept it, so they dug holes from the bottom of the sea separately, draining all the water in Luoping Haizi and turning it into a dry dam. Bailong lost his shelter and died of anger by the sea, thus turning into the eternally majestic Baila Mountain.

Afterwards, eight black dragons each opened a river to irrigate the land in Luoping, but the eldest brother of the black dragons ran amok, making the area dry and without rain, and no crops were harvested.
