The underground command center of the 221 base is an important part of the former state-owned 221 factory, and it is also a relatively well-preserved part of the base with relatively complete facilities. The command center was built 9.3 meters below the surface and was poured with pure reinforced concrete. At that time, it assumed the functions of communication support and command.

The command center consists of eight parts: carrier room, wiring room, ventilation room, command room, generator room, power distribution room, command room, manual exchange room and telegraph room. This command center was specially built to prevent enemy air strikes. It is said that the iron gate of this command center weighs three and a half tons and is 20 to 30 centimeters thick. The communication system inside can be kept open at all times.

At the same time, there are many escape routes, one of which can directly lead to the Haibei State Hotel, but it has not been used once since it was built. In 2007, it was officially opened to the outside world and became another famous tourist attraction in Haibei.
