Camel City is located 20 kilometers west of Gaotai County. It was built in the first year of Bian'an in the Eastern Jin Dynasty, in 397 A.D., and it was the capital of Beiliang Kingdom established by Duan Ye, the prefect of Jiankang County in Houliang. According to the "New Records of Rebuilding Suzhou", Luotuocheng was not only the capital of Beiliang when it was first built, but also the former site of Lewei County in Han Dynasty and Jiankang Army in Tang Dynasty.

Camel City covers an area of ​​nearly 300,000 square meters, divided into three cities: front, middle and back. The base of the city wall is 6 meters thick and the residual height is 7 meters. Except for the northeast corner, the other triangles are all built with rectangular corner piers. The east, west, and south sides of the front city wall are opened with gates and urns. The layout of the whole city is reasonable, and it is the ancient city of Han and Tang Dynasties with relatively complete remains.

Shen Qingya, a poet of the Ming Dynasty, left a poem on Gaotai, saying, "In front of the Yumu Mountain, there is an ancient building, and the landscape of Nanguo is a village. At the middle stream, talking and laughing, marching soldiers and sending wine glasses." This poem tells the story of the prosperous population, clear water and luxuriant trees, and the beautiful scenery of the fields around the old city.
