The construction of Dongfanghong Reservoir started in July 1958. It was named after the address of the reservoir is adjacent to Dongfanghong Farm (now Hongguang Farm) in Hailun County. In the initial stage of the reservoir project construction, it was designed by the Water Conservancy Bureau of the Songhua River Special Administration and the Hulan River Basin Survey and Design Group of the Provincial Water Conservancy Department (according to the 50-year flood design, and the 200-year flood check), Hailun County raised funds by itself, mobilized The county's rural labor force construction. In October 1958, the earth dam was initially closed. In 1960, the water conveyance tunnel and the spillway were dug through, and a total of 73,000 cubic meters of earth and stone were completed. Since the reservoir project was launched during the "Great Leap Forward" period, it was eager for success and the design standard was low. In addition to the limited conditions, the confined water of the dam foundation was not treated, and the protective layer of the downstream slope of the dam was built with humus soil. As a protective layer, winter construction has not been rolled. The body of the water conveyance tunnel is 58 meters unlined, and there is water leakage in the lined part. The spillway is only an opening for flood control, and its cross-section and elevation cannot meet the requirements for preventing floods that occur once in a century.
