In August 1937, the Central Committee of the Communist Party of China held a significant enlarged meeting of the Politburo here, and adopted the famous "Ten Programs for Resisting Japan and Saving the Nation". Today, the conference rooms, offices and residences of that year are preserved here, and the Luochuan Conference Memorial Hall is built. The meeting site is a two-hole brick kiln, sitting in the north and facing south. The cave on the east side is an office and dormitory, and the cave on the west side is a meeting room. There are 5 Eight Immortals tables, 5 long benches and 7 small square stools.

On July 7, 1937, the Japanese imperialists created the Marco Polo Bridge Incident, after which the Anti-Japanese War broke out in an all-round way. After many negotiations between the Kuomintang and the Communist Party, the Anti-Japanese National United Front was finally formed. From August 22 to 25, 1937, the Central Committee of the Communist Party of China held an enlarged meeting of the Politburo in Fengjia Village, Luochuan County, to discuss the strategic issues of the War of Resistance Against Japan and the relationship between the KMT and the Communist Party. The meeting adopted the Central Committee's decision on the current situation and the party's tasks and the Ten Programs of Resisting Japan and Saving the Nation.

After the Luochuan Conference, the Red Army carried out orders to reorganize and other work, and crossed the Yellow River eastward to the North China Anti-Japanese Front. The Luochuan meeting was an important meeting in the history of the CCP. Since then, Yan'an has become the guiding center for the Chinese military and civilians in the eight-year war of resistance.
