Also known as the Stork and Magpie Tower, it is located on the east bank of the Yellow River to the west of Puzhou Ancient City, Yongji City, Yuncheng. Together with the Yellow Crane Tower in Wuchang, Yueyang Tower by Dongting Lake, and Tengwang Pavilion in Nanchang, it is known as the four famous buildings in ancient my country. The building was first built in the Northern Zhou Dynasty (557-580 A.D.), was destroyed in the early Yuan Dynasty, and rebuilt in 1997. During the Tang and Song Dynasties, literati and scholars climbed the tower to enjoy the scenery and left many immortal poems, among which Wang Zhihuan's "Climbing the Stork Tower" can be regarded as a masterpiece through the ages.

The Guanque Tower has four floors on the outside and six floors on the inside. The cultural furnishings in the building show the heritage of the Yellow River culture for five thousand years. The theme of the first floor is the eternal song and the magnificent scenery of Puzhou in the Tang Dynasty, the second floor is long-lasting (Chinese root ancestor culture), the third floor is ancient civilization, the fourth floor is the charm of loess, the fifth floor is magnificent and prosperous, and the sixth floor is as far as the eye can see, so that the prosperity is prosperous.
