Heiwa'e Island is located in the center of the northwest half of Lugu Lake and on the northwest side of Liwubi Island. Wa'er Island", which is called "Hengwagu" in Naxi language. The lush trees on the island are a paradise for snakes and wild ducks, so the locals call this island "Snake Island". Heiwa'e Island is more than 2,000 meters away from the shore of the lake, and it looks like a mirage from a distance.

As early as the Ming Dynasty, when Lijiang Chieftain Mu Shengbai or Mu Zeng ruled the Yongning area, Liwubi Island and Heiwa'e Island were inhabited. Heiwa'er Island is an island with military value in history. Because it is in the center of the lake, it is beyond the range of the rifle; it is more than 30 meters high, surrounded by walls and watchtowers with gun holes, which can defend against the attacks of bandits.

Ayunshan, the general manager of the Yongning Chieftain's Mansion, built villas and houses on Heiwa'e Island at the beginning of the last century. After that, it became a center for guests from all over the world to gather for sightseeing and to discuss affairs in the Chieftain's Mansion. Many years later, A Yunshan, the general manager who loved his hometown Lugu Lake, died of illness. The bustling island gradually lost its personnel, and the island villa was also destroyed by the revolutionary movement at that time, leaving only relics. On the current Heiwa'e Island, there is a temple built with funds raised by the villagers of Daluoshui Village, and the manager's villa is also included in the restoration plan.
