Located on the west side of Changsheng Street in Zhengding, formerly known as Jingguan Temple, it was first built in the second year of Xinghe in the Eastern Wei Dynasty (540), and was renamed Jiehui Temple in the tenth year of Kaihuang in Sui Dynasty (591).

In the twenty-sixth year of Tang Kaiyuan (738), Fengzhao changed its current name. The existing buildings are in Tang Dynasty style. Different from the layout of other temples, Kaiyuan Temple does not adopt a symmetrical layout, but towers and bell towers stand side by side. In the late Qing Dynasty, due to disrepair for a long time, the temple was destroyed, and only the bell tower and Xumi Pagoda remained.

Bell Tower: It is an earlier wooden bell tower in Hebei, and it is also an earlier one in the north. There is a bronze bell hanging on the bell tower, 2.9 meters high, 1.56 meters in diameter and 15 centimeters thick. It is a relic of the Tang Dynasty with a simple shape.

The bell tower is a two-story pavilion-style building of brick and wood structure, with a square plane. There are three rooms in width and three in depth, with a construction area of ​​135 square meters. The top of the mountain with single eaves is covered with green tiles, with a height of 14 meters. Its large wooden structure, column nets and bucket arches all show the architectural art style of the Tang Dynasty. Even a considerable part of the upper wooden components has maintained the original appearance of the Tang Dynasty. The bell tower is a two-story pavilion that can be climbed up, but the steps are really steep. On the second floor, you can see the wooden structure of the roof and the big bell. There are also wind chimes hanging on the four corners of the eaves of the bell tower. Like other temples in Zhengding, the bell tongues of the wind chimes here are also four-petal heart-shaped, which is very beautiful.
