The monument is located in the northern suburb of Shihezi City, 3 kilometers away from the city center. On the south side of the monument is the Prime Minister Memorial Hall, and on the north side is the Memorial Hall. The inscription on the south side is the inscription of Premier Zhou inspecting the corps in 1965, the inscription on the north side is an excerpt from the government work report made by Premier Zhou at the Third National People's Congress, and the inscription on the construction monument is on the back. Looking at the monument, it is tall and straight, with a dignified shape and a simple and vigorous style. The flowers and pines and cypresses in front of the monument give people a sense of gentleness and solemnity.
On July 5, 1965, Premier Zhou came to Shihezi to inspect the work and met with representatives of young people from the Shanghai branch. On January 8, 1976, Premier Zhou passed away. In order to commemorate the great achievements of Premier Zhou, the party committee of the headquarters decided to build a monument. The site of the stele was built at the place where Premier Zhou met with the youth representatives from the branch of Shanghai. Premier Zhou was 78 years old, so the body of the stele is 7.8 meters. Premier Zhou was 67 years old when he visited here, so the height of the stele is 6.7 meters. Later, the Premier Zhou Memorial Hall was added, and the original exhibition hall was expanded into the Premier Zhou Memorial Hall.
