The site of the museum is the Liyuan Fort where the Soviet Government of the Shaanxi-Gansu Border Region was established. The newly built memorial hall is majestic, solemn and solemn. In front there is a classical city gate tower with a height of more than 10 meters. There are 4 eye-catching vermilion railings on the front. On the gate tower is a two-story Xieshan-top building.

Entering the city gate is the square where the meeting was held in the past. There is a tall imitation wood and stone square on the central axis. There are 3 face holes. In the center of the square stands the 34-meter-high Martyrs Memorial Tower, which symbolizes the establishment of the Nanliang government in 1934. On the right side of the tower is a group of stone statues of revolutionary martyrs, and on the left side is the restored Qingyin Building, which was used as the rostrum. According to records, this building was originally a theater building, built in the first year of Xuantong in the Qing Dynasty. Smaller, with a mixed structure of brick, wood and stone, with a hard mountain top, a plaque on the door, and the three characters "Qingyinlou" in regular script, it is strong and powerful. Behind the tower is the revolutionary cultural relics exhibition room, which is exquisitely decorated, reasonably laid out, and has a solemn atmosphere. It displays the precious relics and deeds of many revolutionaries.
