The Second Branch Factory is located on the Jinyintan Grassland in Haiyan County, which used to be the branch site of the state-run No. 21 Factory, the first nuclear weapon research, experiment and production base in China. It is mainly responsible for synchronous focusing experiments, processing of pyrotechnic components and assembly of nuclear weapons, etc. my country's first atomic bomb was assembled here.

my country's first atomic bomb and hydrogen bomb were both successfully developed in the 221 Factory. And there are records that the finished products of my country's first 16 nuclear explosions were all processed, assembled and shipped in the 221 Factory, and realized the process of weaponization, producing various types of strategic nuclear weapons. The Dongfeng No. 3 warhead in Tiananmen Square once caused a sensation.

The 221 Factory was built in 1958. In 1995, the state capital of Haibei Tibetan Autonomous Prefecture in Qinghai Province was moved from Haomen Town, Menyuan County to this place. In May of that year, my country's first nuclear weapons development base was officially announced to disintegrate. Now it is a national key cultural relic protection unit and a well-known tourist attraction.
