Yuan Xiaocen was born in Puding County, Guizhou Province in 1915. He is a lifelong professor of Yunnan Art Institute and is currently the honorary chairman of the Yunnan Branch of the China Artists Association and the honorary president of the Yunnan Academy of Painting. He is a well-known master of flower-and-bird painting and sculpture artist in my country. His paintings of peacocks and cranes are outstanding. His representative works include "Mother and Daughter Learning Culture", "Love on Hump", "Auspicious Bird Picture", etc. His works enjoy a high reputation at home and abroad.

The art garden is located on the bank of Dianchi Lake, covering an area of 38.16 mu. The buildings in the garden are high on the left and low on the right. The layout of the large-colored garden is simple and clear. The front overlooks the West Mountain, and the back is surrounded by flowing water. The small bridges and flowing water in the garden are shaded by green bamboos. There are endless flowers in four seasons and the scenery is beautiful. Entering the park from the east gate, you will be greeted by a group of giant sculptures of galloping horses called "Dongxiang Gods". The horses are full of spirituality, strong in strength, rich in bones and muscles, natural and unrestrained, without the breath of captivity, they are really gods. Surrounded by trees, the East Garden is composed of triple round gates, the Breeze and Moon Pavilion, and the peacock sculpture of "Auspicious Forever". The theme building, Yuan Xiaocen Art Museum, covers an area of about 500 square meters and houses 50 works of Yuan Xiaocen. Yuan Xiaocen's 14 groups of bronze sculpture masterpieces are scattered in the art garden.
