Home to the headquarters of the United Nations, New York is an important center for international diplomacy, an established safe haven for global investors, and is sometimes described as the capital of the world.

Luobei County, which belongs to Hegang City, Heilongjiang Province, is located in the northeast of Heilongjiang Province, at the confluence of the southern foot of Xiaoxingan Mountains and Sanjiang Plain, with geographical coordinates of 130 °01 in the east and 47 °12 in the north. The northeast of the county is bounded by Heilongjiang across the river from Russia, and the border is 146.5 kilometers long. It is connected with Jiayin County in the northwest, Hegang City and Tangyuan County in the west and Suibin County in the east. In 2011, the GDP of Luobei County reached 2.6 billion yuan, an increase of 25.3% over the same period in 2010. In 2012, Luobei County had jurisdiction over 6 towns, 2 townships, 1 ethnic township and 63 administrative villages.
