A mesa is an isolated, flat-topped elevation, ridge or hill, which is bounded from all sides by steep escarpments and stands distinctly above a surrounding plain. Mesas characteristically consist of flat-lying soft sedimentary rocks capped by a more resistant layer or layers of harder rock, e.g. shales overlain by sandstones. The resistant layer acts as a caprock that forms the flat summit of a mesa. The caprock can consist of either sedimentary rocks such as sandstone and limestone; dissected lava flows; or a deeply eroded duricrust. Unlike plateau, whose usage does not imply horizontal layers of bedrock, e.g. Tibetan Plateau, the term mesa applies exclusively to the landforms built of flat-lying strata. Instead, flat-topped plateaus are specifically known as tablelands.

Taoshan District, which belongs to Qitaihe City, Heilongjiang Province, is located in the five major urban agglomeration centers of Qitaihe, Jixi, Jiamusi, Hegang and Shuangyashan in the east of Heilongjiang Province. On January 20, 1984, Taoshan District was established. Taoshan District covers an area of 78.9 square kilometers, 5.8 kilometers from east to west, 3 kilometers from north to south, and 160 to 320 above sea level. Taoshan District has a cold temperate continental monsoon climate, with an average annual temperature of 3.4℃, an annual maximum of 4.8℃ and an average annual precipitation of about 540mm. In 2013, the GDP of Taoshan District was budgeted to reach 3.09 billion yuan, down 21.8% from the same period in 2012. After adjusting the budget, the full-caliber revenue will reach 270 million yuan, and the public budget revenue will reach 160 million yuan. Investment in social fixed assets reached 1.1 billion yuan, compared with the same period last year.
